Art. 13. En loa cuatro años siguientes a la fecha de esta lei, los Presidentes o Gobernadores de los Estados i los Prefectos de los Territorios la harán promulgar una vez al mes, en el dia de mas concurso de cada distrito ; i en las visitas que dichos funcionarios practiquen por sí mismos o por medio de sus ajentes, cuidarán de que se respeten los derechos de los pobladores.
