Caso de que el Departamento de Caldas resuelva invertir recursos propios en la línea que corresponde al territorio de su jurisdicción, la Nación le reconocerá las sumas gastadas, más un interés del diez por cientos (10 por 100) anual, cantidades estas que se irán apropiando en los respectivos presupuestos, para la amortización de la deuda.
