Plazo común. El establecimiento de obras e instalaciones comunes se hará dentro de un plazo común que no podrá ser superior a cinco (5) años. Vencido éste se empezará a contar el período de explotación que estará referido a la concesión más antigua de las integradas a dicho programa.
