El Gobierno queda facultado para arbitrar fondos extraordinarios destinados a la defensa nacional por medio de operaciones de crédito hasta por la suma de diez millones de pesos ($ 10.000.000). Igualmente podrá llevar a cabo operaciones de la misma índole hasta por la cantidad de tres millones de pesos ($ 3.000.000) para continuar el plan de obras públicas nacionales.

Si en estas operaciones tomaren parte los bancos que funcionan en el país, el Gobierno podrá darles las autorizaciones necesarias.
