Autorícese al Ministerio de Hacienda y Crédito Público para efectuar, en nombre de la nación, el cruce de cuentas como deudor directo, indirecto o garante subsidiario sobre obligaciones que recíprocamente se tengan con Empresas de Servicios Públicos Domiciliarios con participación estatal o aquellas que hayan estado intervenidas o en proceso de liquidación, sin que se requiera operación presupuestal alguna.
