Una Junta Especial integrada por el señor Gobernador del Departamento de Caldas, el señor Alcalde Municipal de Aránzazu, dos miembros elegidos por el honorable Consejo de la misma ciudad y por un delegado del Ministerio de Obras Publicas, dispondrá la conveniente inversión de la suma mencionada en el Artículo 2o. y se encargara de su manejo, debiendo rendir cuentas comprobadas a la Contraloría General.
