En las capitales de los Departamentos y en las demás ciudades donde fuere posible a juicio del Poder Ejecutivo, habrá por lo menos una escuela restaurante, destinada a la educación, recreo y sustento de los niños que carecen de padres o guardadores, o que teniéndolos se hallan abandonados.

Estas escuelas restaurantes serán dotadas con un aparato cinematográfico con sus adherentes y operarios para la enseñanza objetiva.

Parágrafo

Los Departamentos podrán establecer en lo sucesivo escuelas restaurantes dentro del plan que la Nación formule con tal objeto.
