Artículo cuarto. Si el costo de las obras del sistema de riego de Ambalema-excediere del cómputo de $ 800.00 por hectárea regable de que trata el artículo anterior, las tarifas para utilización del agua se fijarán teniendo en cuenta no sólo el costo efectivo de conservación y servicio sino el de complemento del reembolso a la Caja.
