Si transcurridos los treinta días fijados en el artículo 1º no se hubieren remitido por los respectivos Gobiernos departamentales los planes de distribución mencionados, los Municipios podrán dirigirse directamente al Ministerio de Educación Nacional, en solicitud de operaciones con el Fondo de Fomento Municipal para sus construcciones escolares.
