º . Los cinco testigos de que habla el inciso c) del artículo 1º del Decreto 476 de 1930, deben ser todos colombianos de nacimiento, y los Gobernadores de los Departamentos deben hacer constar en el informe con que envíen los expedientes de petición de naturalización, no solamente el hecho mismo de la nacionalidad por nacimiento de los testigos, sino las condiciones de honorabilidad y competencia de ellos.
