Art. 21. ° En cada Departamento habrá un Consejo Electoral compuesto de nueve miembros, que serán nombrados cada cuatro años, así: tres por el Senado, tres por la Cámara de Representantes y tres por el Presidente de la República.

Parágrafo

(transitorio). Los miembros de estos Consejos para el periodo que empieza el 20 de mayo del presente año de 1905, serán elegidos 6 por Asamblea Nacional en sus presentes sesiones, y los otros tres serán nombrados por el Presidente de la República.
