Siendo la Estadística la base esencial de la parte administrativa de la Instrucción Pública, el Ministro del ramo atenderá cuidadosamente a ello, impartiendo órdenes a todos los miembros del personal administrativo y docente, a fin de que envíen con regularidad datos periódicos y exactos sobre el movimiento escolar y universitario. En el Ministerio se abrirá un libro con este objeto especial, y en la Revista se publicarán, cada tres meses, cuadros estadísticos que revelen el movimiento de la Instrucción pública oficial.
