° Inmediatamente entre en vigencia el Presupuesto Nacional, el Gobierno procederá a hacer entrega de la suma a que se refiere el artículo 1º de la presente Ley, a fin de inaugurar las obras de que se trata, o sean el segundo y tercer pisos o plantas de la Casa Nacional del Periodista, de Cartagena, el 11 de noviembre del año próximo de 1949
