Artículo trece . El concurso de que trata el artículo anterior se realizará tan pronto como se adopte el programa de trabajos y la organización previstos en el artículo décimo de este Decreto. Mientras tanto, el Director Ejecutivo, con la aprobación de la Junta de Directores designará el personal indispensable para la conservación y cuidado de las dependencias y bienes del Instituto.
