Art 1.° Reconócese de utilidad pública el desagüe de los pantanos permanentes y de los terrenos expuestos a inundaciones periódicas por las aguas que salen de la laguna de Fúquene, o que entran á ella, por diversos ríos, quebradas y canales quedan aquí indicados los terrenos inundados o que periódicamente se inundan por las aguas de las lagunas de Cucunubá y palacio, tributarias de la de Fúquene.
