INICIATIVAS DEL INTENDENTE O COMISARIO. Los Consejeros intendenciales y comisariales no pueden dar curso a ningún proyecto sobre las materias de que tratan los apartes b), d, e) y f) del artículo 6º del Decreto 467 de 1986; los que decreten inversiones y participaciones de fondos intendenciales o comisariales, los que implican cesión de bienes y rentas de las Intendencia o comisaría, los que creen servicios a cargo de las mismas entidades territoriales o los traspasen a estas, sino cuando hayan sido presentados por el Intendente o Comisario.
