El Gobierno procederá a construir, a la mayor brevedad posible, la línea telegráfica que ponga en comunicación la red general de la Republica con la ciudad de Arauca, sobre el rio de este nombre.

Parágrafo

Esta disposición se entenderá sin perjuicio de dar cumplimiento a la Ley vigente sobre establecimiento de estaciones inalámbricas en varios lugares de la Republica; pero el Gobierno podrá instalarlas en lugares distintos de los que fija la ley, si previo un estudio técnico detenido así lo juzgue conveniente para los intereses nacionales.
