El numeral 5º del artículo 10 del Decreto 196.de 1995, quedará así: "El monto inicial que debe girarse por parte de la entidad territorial al Fondo Nacional de Prestaciones Sociales del Magisterio de conformidad con el numeral 3º de este artículo, no será inferior a una quinta parte de¡ monto de la deuda que se haya establecido de acuerdo con este artículo".
