º Los ciudadanos colombianos que hayan obtenido además de la autorización escrita del Ministerio de Relaciones Exteriores para ingresar al curso de Extensión Diplomática y Consular el diploma correspondiente al mencionado curso, expedido por la Facultad Nacional de Derecho y Ciencias Políticas, tendrán derecho a ser inscritos en el Libro de personal de carrera del Ministerio de Relaciones Exteriores de que trata el artículo 5º del Decreto número 592 de 1938.
