Las listas y sus anexos serán diferentes para cada puerto o lugar adonde vaya consignada la mercancía, y diferentes, además, para la carga que haya de transportarse en algún puerto colombiano para destino final en otro puerto colombiano. No se necesitará factura consular para la mercancía que pase por Colombia en transito, o que haya de trasbordarse en algún puerto colombiano con destino final a puerto extranjero.
