Créase una estampilla de cinco centavos, denominada estampilla de la Cruz Roja Colombiana, que se adherirá, además del porte correspondiente, a las cartas ordinarias que hayan de cursar por los correos nacionales, urbanos, aéreos o particulares autorizados, durante la Semana de la Cruz Roja, que se celebra en la República todos los años.

El producto de la estampilla de la Cruz Roja Colombiana ingresará al Tesoro Nacional.
