El representante de las universidades oficiales que otorguen título de ingeniero o arquitecto, ante un Consejo Seccional en las capitales donde hubiere más de una, será designado en reunión efectuada por los rectores de las mismas, nombramiento que debe recaer en uno de ellos o en uno de los Decanos de las Facultades de Ingeniería o Arquitectura, quien preferiblemente debe ser ingeniero o arquitecto debidamente matriculado de conformidad con la Ley 64 de 1978.
