° Modificar el inciso 1 del artículo 49 del Decreto 525 de 1990, el cual quedará así: Los institutos de Educación No Formal, no podrán expedir títulos, ni otorgar grados académicos. Sólo podrán expedir certificados de participación o de aptitud ocupacional, los cuales serán revisados y refrendados por las Secretarías de Educación a través de las Oficinas Coordinadoras de Educación de Adultos, o quien haga sus veces, de la respectiva entidad territorial, al lleno de los requisitos académicos y legales del solicitante.
