Las Partes Contratantes propiciarán en sus respectivos países el establecimiento de un sistema de consultas que permita contactos permanentes entre las Conferencias de Fletes u organismos similares y los usuarios del transporte, para lograr entendimientos mutuos relativos a las condiciones económicas del transporte y la promoción del intercambio.
