Los Ministros o Jefes de Departamentos Administrativos no podrán celebrar contratos ni contraer obligaciones a cargo de una vigencia fiscal, sin que antes haya sido aprobado el gasto en el respectivo acuerdo mensual de obligaciones. Los contratos que se celebren en contravención a lo dispuesto en este ARTÍCULO no constituirán obligaciones a cargo del Estado.
