El Ministerio de Trabajo, Higiene y Previsión Social venderá los estupefacientes a los establecimientos autorizados legalmente para expenderlos y que se hayan inscrito conforme a las disposiciones que reglamentan la materia, Esta inscripción deberá efectuarse en los meses de entro y febrero de cada año. Los hospitales, clínicas, establecimientos de beneficencia y entidades oficiales podrán hacerlo en cualquier tiempo.
