Art. 17. ° El Poder Ejecutivo se reserva el derecho de aceptar las propuestas que se escedan a la suma de los treinta mil pesos ($ 30,000) que se ofrece mensualmente en remate para la amortizacion de la Deuda interior, siempre que los proponentes consignen, por otra parte, la cuota correspondiente en dinero.
