Art. 5.° Cuando la Aduana reciba el ejemplar de la factura certificada que debe remitir el Ajente consular, i no lo haya recibido al consignatario de las mercancías, a peticion verbal o por ciento de éste, el Administrador le dará una copia de ella para que forme el respectivo manifiesto pero si pasados noventa dias desde la fecha de la liquidacion, no se hubiere presentado por el interesado dicha factura orijinal, se le impondrá una multa igual al cinco por ciento de los derechos, segun tarifa.
