A partir del 1º. de enero y hasta el 31 de diciembre de 1976, la Nación pagará el veinte por ciento (20%) de los gastos de funcionamiento (personal) de la educación a que se refiere el artículo primero, conforme a los presupuestos respectivos del año de 1975; y así sucesivamente en cada vigencia subsiguiente, aumentará en un veinte por ciento (20%) su aporte a dichos gastos, hasta llegar a absorber el ciento por ciento (100%) de los mismos en 1980 (de 1976 a 1980).
