Los Consejos Electorales de los Departamentos tendrán cinco miembros elegidos por el Gran Consejo; Las Juntas Electorales de cada Circunscripción tendrán cinco miembros elegidos por los Consejos Departamentales; los Jurados Electorales de cada Municipio constaran de tres miembros elegidos por las Juntas, y los Jurados de Votación tendrán cinco Vocales elegidos por los Jurados Electorales. Todas estas elecciones se verificaran por el sistema del voto incompleto.
