La Junta, podrá contratar parcial o totalmente, la construcción de las edificaciones, previa licitación, prefiriendo la casa constructora que de mejores garantías de honorabilidad y eficacia a juicio de ella y el Banco prestamista. La Interventoría de las obras será ejercida por el Ministro de Obras Públicas.
