Autorizase al Gobierno para realizar durante la vigencia en curso las operaciones financieras necesarias para dar cumplimiento a esta ley, para arbitrar los fondos necesarios para la reestructuración de las plantas de los establecimientos de menores y para hacer las traslaciones o abrir los créditos adicionales indispensables en el presupuesto de mil novecientos sesenta y dos (1962).
