El presente decreto tiene por objeto reglamentar la eficiente, segura y oportuna prestación de un servicio público de transporte terrestre colectivo de pasajeros en el ámbito municipal, bajo el cumplimiento de los criterios básicos y rectores del transporte, como el de la libre competencia y el de la iniciativa privada, a la cual solamente se aplicarán las restricciones establecidas por la ley, por los decretos reglamentarios y por los convenios internacionales.
