Los Gobernadores y Alcaldes no podrán abrir créditos adicionales ni modificar en otra forma las apropiaciones cuando estén reunidos los Consejos. En el receso de los Consejos, los Gobernadores, con aprobación del Gobierno Nacional, podrán hacer las (sic) traslados y votar los créditos adicionales suplementales y extraordinarios que demanden el mantenimiento del orden público y la buena marcha de la Administración. Igual cosa podrán hacer los Alcaldes con aprobación del Gobierno Departamental.
