Cuando el gobierno reciba en dinero la regalía que corresponden al Estado en las explotaciones de petróleo de propiedad nacional los porcentajes de participación que en virtud de leyes preexistentes les pertenecen al Departamento de Santander y al Municipio de Barrancabermeja, se pagarán a estas entidades por duodécimas partes de la apropiación presupuestal y de preferencia.
