º. Los pagos por el servicio de que trata el artículo anterior, deberán hacerse directamente al Instituto de Fomento Industrial, el cual los anotará en cuenta erario aporte de la Nación a cambio de acciones del mismo Instituto. Para asegurar la efectividad de los recaudos, el Gobierno exigirá al momento del aval o afianzamiento de tales obligaciones, la constancia expedida por el Instituto de haberse pagado o asegurado el pago de tales servicios.
