EL uso obligatorio de la estampilla de que tratan los Artículos 4.° y 5.° de esta Ley se limitara al Departamento del Atlántico, en la forma dispuesta en los artículos siguientes. La emisión de la estampilla creada será hasta de cinco millones de pesos.
