Constitución de las asociaciones y alianzas de usuarios. Las Asociaciones de Usuarios se constituirán con un número plural de usuarios, de los convocados a la Asamblea de Constitución por la respectiva institución y podrán obtener su reconocimiento como tales por la autoridad competente, de acuerdo con las normas legales vigentes. Las Alianzas garantizarán el ingreso permanente de los diferentes usuarios. (Artículo 11 del Decreto 1757 de 1994)
