° Las disposiciones contenidas en los artículos 1.° y 5.° del Decreto número 158 del año en curso, no regirán sino una vez que haya sido instalada la Aduana de que trata el artículo 2.° del mismo Decreto, y mientras esto no suceda, los puertos fluviales de Arauca y Orocué estarán habilitados para la importación y exportación.
