El inciso tercero del Artículo 83 de la Constitución Nacional quedará así:
Las asambleas departamentales, los consejos intendenciales y comisariales y los concejos municipales podrán abrir sesiones y deliberar con la tercera parte de sus miembros pero sus decisiones sólo podrán tomarse con la asistencia de la mitad más uno, por lo menos, de los integrantes de la respectiva Corporación.
