Para ingresar a la carrera consular se requiere acreditar buena conducta moral y tener conocimientos de legislación fiscal y comercial, de Economía Política, de Hacienda Pública, tratados de comercio, geografía comercial y aranceles aduaneros, y legislación sobre notariato y registro. No obstante los anteriores requisitos, el Gobierno se reserva la facultad de nombrar para los Consulados recaudadores de fondos del Erario un personal que, además de las condiciones que preceden, llene las que exija el Código Fiscal y en el que concurran especiales circunstancias de honorabilidad y competencia.
