Art. 12. Autorízase al Gobierno para que por sí ó por medio de sus agentes en el Exterior contrate en los términos que estime más conveniente, la construcción de un ferrocarril desde el puerto de La Dorada hasta cincuenta kilómetros abajo de Puerto Berrío, sobre el río Magdalena, y la de los mencionados en el artículo 2º de la presente Ley. También podrá el Gobierno comprar tramos ferroviarios ya construidos, si los necesitare para completar la red que requiere el país.
