Autorízase ampliamente al Ejecutivo Nacional para que, en vista de la escasez de fondos disponibles para llevar a cabo la construcción de obras públicas contratadas, proceda a celebrar convenios tendientes a la resolución, o modificación, total o parcial, del contrato de construcción de la Casa R. W. Hebard & C., Inc.; y de los demás contratos sobre construcción o prestación de servicios en obras públicas, que hayan sufrido todos los trámites legales y se hallen debidamente perfeccionados.
