º La inversión de la suma a que se refiere a1 artículo anterior, estará a cargo de una junta, que se llamará De reparación, y mejora de la Universidad de Cartagena, compuesta, del Gobernador , que la presidirá, del Rector de la Universidad y de un Catedrático nombrado por el Poder Ejecutivo. Será Tesorero de dicha Junta el Tesorero General del Departamento de Bolívar.
