La Entidad facultada para expedir pasaportes ordinarios es el Ministerio de Relaciones Exteriores, o por delegación del mismo, las Gobernaciones, Intendencias y Comisarías. En el exterior serán expedidos por los Cónsules remunerados y mediante autorización escrita del Ministerio de Relaciones Exteriores, podrán ser expedidos por los Cónsules Honorarios.
