Los contratos de empréstito que celebren los establecimientos públicos y las empresas industriales y comerciales, se someten a los requisitos y formalidades que señalen las disposiciones legales vigentes. Los contratos de crédito interno no requerirán para su validez la autorización previa o la aprobación posterior de autoridades nacionales.
