Destínase la suma de veinte mil pesos ($ 20,000) para la construcción del Stadium de Barranquilla en el campo adquirido por dicho Municipio, para celebrar las olimpiadas del año próximo. Esta suma se entregara a una Junta compuesta por el Gobernador del Atlántico, el Presidente del Concejo de Barranquilla y el Presidente de la Liga de Foot-ball, la cual nombrara su Tesorero ad honorem, que estará obligado a rendir cuentas a la Contraloría.
