El Municipio de Barranquilla, cuando lo estime conveniente, podrá hacer uso de las autorizaciones que le fueron conferidas por la Ley 65 de 1942 , en lo relacionado con los terrenos de su propiedad ubicados en la zona de su jurisdicción, y con los barrios obreros construidos en su misma jurisdicción. El uso de estas autorizaciones, cuando se haga gratuitamente, no causara el impuesto de donaciones de que habla la Ley 63 de 1936 .
