Art. 4.° Llegado el caso previsto en el artículo anterior, el Poder Ejecutivo abrirá un crédito adicional al Presupuesto de gastos por la cantidad hasta de ochenta mil pesos, para la compra i traslacion de las máquinas de vapor, i el crédito necesario para el servicio de ellas.
