De conformidad con la Ley 27 de 1974 , a partir del 1° de enero de 1977 los Establecimientos Públicos, liquidarán y girarán mensualmente al Instituto Colombiano de Bienestar familiar la cuota correspondiente. El incumplimiento de lo ordenado en el presente artículo dará lugar a que la Contraloría General de la república se abstenga de tramitar giros para gastos de la entidad.
